Energy security, competitiveness and climate considerations continue to be top priorities for European policymakers. The need for closer European cooperation to improve competitiveness while ensuring energy security and climate commitments has been reinforced given the unpredictable situation in international trade.
While progress has been made in the last couple of years in operationalizing certain climate and energy ambitions, like Germany’s progress in offshore wind, other areas of the energy transition have faced more challenges. In the hydrogen sector, several bilateral projects have made progress, however the cost-gap and weak demand remain an issue. Similarly, carbon capture and storage (CCS), a key technology for achieving climate goals, faces regulatory challenges that need to be addressed for the technology to be fully utilized.
The German elections earlier this year and the upcoming Norwegian elections in September are poised to further shape the trajectory of European energy cooperation. These political developments add further relevance to discussions on energy collaboration between the two nations.

This focuses lay on discussing the potential for bilateral energy cooperation, as well as market and technology developments.
