Keynote & Coffee: Norwegian Industry Co-Operation or Off-Set

In 2026 the Norwegian and the German Defence Ministers signed the Hansa-Arrangement. It was designed to ensure a solid industrial partnership between Germany and Norway, to strengthen both countries responsibilities towards their NATO allies. In the spirit of this arrangement the German-Norwegian Chamber of Commerce in cooperation with the German Embassy in Oslo would like to support the goals set out in the bilateral agreement with a Keynote & Coffee.

This discussion offers a valuable opportunity to explore how offset mechanisms in Norway are set up, to give the opportunity to prepare and use the industrial cooperation better in the future.

About the speaker

In our first Keynote & Coffee we are pleased to welcome Christian Wessel, Deputy Director in the Norwegian Defence Materiel Agency (NDMA). Mr. Wessel assumed the role in 2020 after holding several positions within the Norwegian defence sector since 1998. He is currently head of the section in the NDMA responsible for international cooperation, industrial cooperation , and armaments cooperation. Prior to joining the NDMA, Mr. Wessel served as deputy director at the Norwegian Ministry of Defence (MoD ) and was deputy head of the section responsible for armaments-, resources-, and industrial cooperation. During his long -term service in the MoD, he has held several positions within the areas of international cooperation, NATO resources issues, NATO defence planning, defence budget, investments projects, and armaments cooperation.

A short impulse statement followed by the option to discuss and exchange. We open our chamber of commerce in the morning to discuss a relevant topic over a cup of coffee or tea.
